In January of 2013, an entrepreneurial spirited engineer – Alfredo Saenz – recognized a specialized need within the oil and gas midstream sector to provide engineered encroachment analysis and launched a new engineering company named Saenz Oil & Gas Services, LLC. Mr. Saenz goal was to create a company that put quality over quantity, professionalism over politics, and provide the utmost in professional service. With these values in hand, Saenz went to market, immediately began reviewing third party encroachments, and reviewed over 325 individual encroachments in the first year. With over 2.5 million miles of oil and gas pipelines in the United States alone and continued economical growth, Saenz Oil & Gas Services recognizes encroachment analysis as a priority in protecting client assets. As the value of our team was recognized by our clients, we also began providing additional services to support the work that is generated from the encroachment analysis.
Today, Saenz Oil & Gas Services provides a wide range of engineering, construction and other technical support services to the oil and gas industry throughout North America. Our experience has seen a wide spectrum of projects from the well head to the end user. Mr. Saenz has a diversified experience that dates back to early 2000 after he completed a three (3) year service with the United States Army. After his service, Mr. Saenz worked in the residential construction industry and held an internship with a public infrastructure design/construction firm. Mr. Saenz graduated with a Bachelors of Science in Civil Engineering degree from the University of Houston. To date, Mr. Saenz’s experience includes a combined approximately nineteen (19) years in land development infrastructure design, project management, and construction management and midstream pipeline design, project management, and construction management.

After serving in the United States Navy, Mr. Shelburne immediately began his engineering career designing Mechanical/Electrical/Plumbing systems. In 1999, Mr. Shelburne switched to working in the land development and commercial construction industry designing drainage and utility piping systems for infrastructure, and providing contract and construction management services. It was during this time that Mr. Shelburne graduated with Bachelors of Science in Civil Engineering degree from the University of Houston. Most recently, in 2013, Mr. Shelburne drew upon the development and pressure piping design knowledge and began to apply it to oil and gas pipeline encroachment engineering. Since then, Mr. Shelburne has reviewed and analyzed hundreds of pipeline encroachments, provided project management services to pipeline mitigation projects, and provided expert testimony for midstream pipeline clients.
